Looks like this change happened in r678:

Was this intentional? My hidden pages now appear in the navigation menu,
when I retrieve them via page.get_children_for_frontend().

You are right, it doesn't make sense. Sorry to have introduced this bug.
It should be fixed with the revision 686.
