Template tags used to be safe for None page, no longer the case.

I am unsure when this changed but after updating to current SVN a while ago
the template tags behave much worse for cases where the page variable is
None. This turns out very confusing to non-developer (read designers) users
of the system and I would recommend the following patch to make the
template tags handle these cases a bit more gracefully.

Should be fixed with the last revision. Reopen the bug if not.
