Error in change_form.js if settings.PAGE_TEMPLATES is not defined #32

See subject. If settings.PAGE_TEMPLATES is not defined, the template select
box is not rendered, which causes the javascript code on the change page to
bomb out when it tries to access it. Checking if the element exists before
accessing it solves the problem. Patch attached.
