setup.py should include the templates

With version 2.2 (and it appears the trunk), the templates are not included
as packages in setup.py. Django 1.0 supports loading templates from
application directories. If the templates were included in the install,
then the default templates would be immediately available for use.

Also, not including the templates means that those using buildout or
easy_install never get the templates because the package is automatically
downloaded and installed without them.
