CRFSuiteOutcomeIDReport throws exception when instance ID is last #215

This issue was created by revision r1241.

When the instance ID happened to be last item (after all the feature/value 
pairs) in the instance string, a StringIndexOutOfBoundsException was thrown.  
Instead, now, the string-end instance ID is retrieved.
