Add support for model load/save on Weka/CRFsuite #223

Continuation of model-saving/loading of trained ML models.

Open:
- Add support for feature parameters
- Support for resources that have to be loaded in a feature
- Enable usage of user-defined features (atm features are assumed to be 
available in TC)
- Implementation for weka/crfsuite
