CTD Byzantium 3-4 turn #23

What steps will reproduce the problem?
1. The rebels turn automatically produced CTD again and again
2. This was at the 3 to 4 turn
3.

What is the expected output? What do you see instead?

Which SVN revision are you using?

1.7

What is the system.log.txt output?

not sure If I can give advice? but you should turn on toggle_fow and follow 
characters.

to see what the rebels are doing to cause the ctd. maybe they are taking a fort 
for instance

Now can't get to Reb turn, it ctd at Norway when a princess gets in front of a 
settlement called Kvinnherad.

Toggle fow is definitively helpful, thanks!!
