Title: Blue textures on strat map north of the Alps

Description: There are blue ground textures just north of the Alps, around
Lyon, Basel, and Augsburg. The ground type of the tiles is impassable.

To Reproduce: Start a new campaign and and move the camera near Basel once
the strat map loads.

The blue textures were actually a test for a new water texture.
