CTD while closing recruitment or building panel #34

What steps will reproduce the problem?
1. Giving orders of building or recruiting, then presson the "ok" button to 
exit the recruitment or building panel of a city

What is the expected output? What do you see instead?
It should obviously close down the panel, but instead there is a fairly high 
chance of closing the game. Basically a CTD with no system message popping out 
to tell you why it had closed the game.
