CTD when games tries to move a general to an empty fort after another has died #40

What steps will reproduce the problem?
1. A general dying and computer trying replace him with one already elsewher

What is the expected output? What do you see instead?

Which SVN revision are you using? revision 6

What is the system.log.txt output?

Can you give specifics of the issue please? Either the name of the PSF in 
question or its coordinates (useshow_cursorstat in console for that). Also 
where is the character that is moved into the fort? Thanks!

It happens for all forts if a character dies and you don't replace him on that 
turn, when you end turn it appears to spawn a general beside it and crash the 
game. I have tried and seen it with Scotland and Poland. Also in a separate 
game I had an English ship blockading my port when it moved to outside 
Newcastle the game appeared to spawn a General and when moving him into New 
castle the game crashed.

Have tried with Moors and The Rus and same problems occur. Also is it right 
Scotland cant recruit
