CTD issue with Novgorod #42

What steps will reproduce the problem?
1. Starting the game as Novgorod

What is the expected output? What do you see instead?
CTD before the game starts

What version of the mod are you using? What version of M2TW are you using?
newest 03.02.13

Please provide any additional information below.

i have tried to start the game as Novgorod 4 times now, so it seems to be a 
consistent issue.
