Title: Sound files not generated properly

Description: We currently do not include data/sounds folder which is thus 
generated on mod start-up. However the sound files are not generated properly 
and most sounds and music is not played during the play. Either we need to 
identify files responsible for sounds generating or create a batch file to 
copy sounds files from vanilla.

To Reproduce: Start the mod and focus on sounds, you should not here most of 
them like clicking in the menu or most of sounds and music during campaign. 
Some sounds however are there like bog sounds.

In revision 221, I managed to get a custom track playing on the credits screen, 
so
sound files generate properly at least some of the time and at least for certain
sound events. I also added central_european and steppe to the music files, as 
they
had been missing before. I'm not sure if this will have any effect on the 
problems
you were encountering before.
