Google Earth Fails to work with Garmin Training Center and now cannot even launch #948

I recently re-staged my PC and after installing Google Earth it fails to work 
with the Garmin "View in Google Earth" option.  I have used it in the past with 
no issue. I also now find the desktop icon is blank and you cannot select nor 
uninstall Google Earth from the programs menu or from Add/Remove Programs.  
This installation is completely corrupt.  How do I manually uninstall Google 
Earth?
