Open search user page when no items in roster #325

Currently, if the roster is empty (especially with the tabbed interface) an 
ugly empty page appears, and the users (probably) does not know what to do.
Opening the search user page immediately allows the user to search for a 
contact for the first chat.

This feature should be configurable by metadata.
