Peer Review Agents doesn't work

What steps will reproduce the problem?
1. Finish researching Peer Review Agents
2. Look at console

What is the expected output? What do you see instead?
Expected the benefit of peer review agents, instead got an error in console and 
I don't think I got the bonus the research provides

What version of the product are you using? On what operating system?
0.30 on Windows 7 x64

Please provide any additional information below.
Happened on all my playthroughs which included different difficulty settings, 
including very easy and impossible.

I just realized I forgot to note that the error it gives in the console is
"Unknown group 'science' in tech Project: Peer Review Agents."
