Ocean and off-planet bases never leave construction phase in Easy mode #134

What steps will reproduce the problem?
1. Choose Easy level in 0.30c
2. Get all technologies not requiring an ocean base and many BI money
3. Construct a new ocean and a moon base
4. Wait the requisite amount of time

What is the expected output? What do you see instead?

I expect the bases to finish construction and be openable.  Instead they remain 
perpetually under construction.

What version of the product are you using? On what operating system?

0.30c on ubuntu, from the repository.

On further google searching, I found a reference to needing to use the CPU pool 
for this.  Probably that's it.  I have never used the pool before, yet made it 
that far, so wasn't aware of its point.  A documentation issue rather than a 
bug :-)
