Problem with building "Stolen Computer Time" bases #97

What steps will reproduce the problem?
1. Construct a "Stolen Computer Time" base

What is the expected output? What do you see instead?
I expected the base to be built in one (in game) second.

What version of the product are you using? On what operating system?
Windows, latest edition

Please provide any additional information below.
I attempted to do this because documentation said I may get lucky and 
capture a good computer.  Also, the base reports it's still "building" the 
base.

They require CPU time to construct. (2 cpu days) That time comes from existing 
CPUs
in the CPU pool. Unless you have 172800 CPUs in your pool it's going to take 
more
than a second to get 2 CPU days.

Note that, unlike with money, you can't "store up" CPU time -- it must be 
available
at a given clock tick for construction to progress.

As captainsegfault said, SCT bases build in 0 time, but require 2 CPU-days to
complete.  Since CPU-days take time to supply, SCT bases will not build 
instantly,
despite their "0 time" requirement.
