We need to have the ability to use rich text entry when a user creates their 
profile and other text information that the user uses to imput.

Include text limits - such as 1,000 characters

Did not add Rich Text Editor. Instead, added "newline" capture which adds P 
tags (paragraphs) to break up long descriptions. (Jaws_User::UpdateUser).

Restricted UsersHTML->PublicProfile descriptions to ~600 characters, and added 
a modal window popup to see entire description.
