LayoutAction for Users gadget which shows "Follow NAME" button.

UserModel->AddFriend: Adds to users_friends.status == "request" (or "active" if 
requestee's users.auto_confirm_friends == true), if on a group page, add to all 
users in that group. Insert notification into requestee's newsfeed.

Add users.auto_confirm_friends (bool)
