On Install, always try to add menu to header section #40

What steps will reproduce the problem?
1. Installing new site with "custom-950px-rightbar" theme will add Menu gadget 
to Layout into the "bar2" section.

What is the expected output? What do you see instead?
Should add Menu to "header" section.
