Add option to use In and Out points for media Drag'n'Drops #27

Currently media drag and drops result in full media length clips.

Make possile to select behaviour where In and Out points set to media are used 
insted.

May I suggest keeping the current media drag-drop behavior (full clip length) 
which is the expected behavior. For drag-dropping a selected range of the clip 
(in/out points) to use the actual selection between the 2 points (the gray 
area).

Fixed in repository. Dragging from Monitor to Timeline creates clip using In 
and Out Marks instead of full media length.
