Enahance the Akamai plugin to handle SMIL files that contain bitrate switching 
info. Maybe needs an update to the Akamai's API library that the plugin uses.

I think this should have the latest code for communicating with the Akamai

We can integrate this if there is an updated Akamai library available. I don't 
know if an API from Akamai exists for this.
