GTK label border color ignores the foreground color #345

1) Similar to issue 343, when reparenting a panel containing a label within 
another panel, the border color setting is ignored in GTK but it works 
correctly in Qt.

This has nothing to do with reparenting. Border color is always ignored by 
gb.gtk at the moment!
