Town Worker randomness #176

What steps will reproduce the problem?
1. activate town worker
2. select minimum
3. auto sell

What is the expected output? What do you see instead?
Auto sell is now selling off required quest items but when town set to minimum 
it won't buy them back, quest set to advancement

What version of Golem are you using? Beta or release? On what browser?
788 on chrome at mo but pretty much the same on FF

Does anything relevant appear in the Console? (ctrl+shift+J)
nothing

Please provide any additional information below.
I know town worker hasn't been running properly for a while so was hoping it 
could be looked at.

some issues are:

It's now selling off way to many items that are still required for army size.

It doesn't buy higher items when available eg: keeps champions A when royal 
seals are up for grabs. set to 1B - if set to 10B it bypasses royal seals and 
goes straight to obsidian gear.

As above, after golem has sold off needed items, it doesn't buy the much needed 
items for quests like it used to (or does it only buy when the quest is active)

It is now buying the items without upkeep which is great :-)

We're back with the old issue whereby it selects an item then cycles through 
buying 1,2,10 etc then selling them, then buying again  in this case it's royal 
seals.

I'm a few days off High King so will see how it handles the new purchasable 
item.

It's now buying 10 High Kings Crowns and selling continuously, so it seems to 
pick the best item in it's price range but gets confused as to how many it 
should have.

Selection is:
Best for both
$1B
20% upkeep

I've now turned off sell surplus.

Not sure about FF but chrome didn't update the keep % and instead of stopping 
at 20% it's now on 26% - it updated after I believe it was a page refresh, but 
might have been when it went to the keep page.

Any current problems with Town???? Some changes made recently to Resources and 
Town should have corrected this... Please check and verify.

It's acting strange at mo, it sells some items then goes blank as in nothing to 
sell, until I refresh, then it sells a couple more of the top items.

Any chance we can have a visual of what the best items that are available 
through town and how many it actually needs per cat so match army:

Best offence - High Kings Crown (actual units / units required)
Best defence - High Kings Crown (actual units / units required)
Best for both - High Kings Crown (actual units / units required)

Even if it's just for debug purpose as Best for both should be the highest 
number from offence/defence but it seems to be either struggling or conflicting 
somewhere.

As I said in another issue (buy buy buy sell sell) : 

I happen to have this issue with rangers recently. I got one, then golem will 
buy one, only to resell it a couple minutes later. I checked data.Resources and 
it correctly reads that quests need two rangers, but it still sells one. 
Turning off selling surplus for now.

There's something up with the Town parsing - if you buy things then quite often 
it doesn't notice immediately - which I think is the source of all the 
problems...

It seems random when it used to happen - but not seen it happen since the 
latest updates HaploAW made.
