Purchasing units that are not availible #205

What steps will reproduce the problem?
1. Not have Highest High Warchief Rank
2. Player wants to buy 100 War chieftains for 1billion
3. War chieftains not yet available for purchase, so result, player locks up.

What is the expected output? What do you see instead?
Not purchase these untill they are availible

What version of Golem are you using? Beta or release? On what browser?

Does anything relevant appear in the Console? (ctrl+shift+J)

Looks like the same bug as issue 204 only with "war chieftains" instead of "orc 
chieftains".
