SportTrack target categories aren't exported when using the "Export to device" option #3

What steps will reproduce the problem?
1. Create a step that uses a SportTracks category
2. Export the workout to the unit using the "Export to device" option
3. Import that workout back into SportTracks

What is the expected output? What do you see instead?
When importing the workout back into SportTracks, the Target should be
linked to the right category.  Instead it is imported as a custom range target.
