Way to limit the upload rate #546

What steps will reproduce the problem?
1.Upload an image to picasa
2.
3.

I can't find a way to limit the upload rate.
Using 100% of the connection decreases the user expericence.

Sorry, this can't be fixed, and scheduling the connection is probably the job 
of the OS, not this library. We should use all the connection that we can.
