Arte -r, --quality settings not working: patch #235

Support for -r, --quality is missing in the site Arte.pm. Default is lowest 
resolution instead of high. 

Attached is a patched Arte.pm, based on todays git clone, that supports quality 
selection. I'm sharing it here since there is not an obvious location to submit 
patches. 
Note that -r medium selects arte's HQ and -r low selects SQ. This follows the 
resolution mappings defined for get-flash-videos.
