Er.. why? You don't need an XML editor. However, if you are really searching
for it,
try a freeware MS XML Notepad 2007 (Google for it).
If you'd like to create a dictionary without using web-interface, check CSV-file
format. The example is attached. You can edit and create such files in MS Excel
or
StarOffice.
