generate PROGRESS 100 after successful CLMSG_save_fai_log #128

To make faistate=localboot setting after installation more robust, generate 
CLMSG_PROGRESS 100 message after successful(!!) CLMSG_save_fai_log.

When this is implemented the ugly watchdog can be removed from 
clmsg_progress.go.

Make sure that this does not overwrite a faistate=error (e.g. from issue #127). 
It's possible that logs are saved even in case of an error.
