install job removed when another job (e.g. set_activated_for_installation) executed #137

The code in several places assumes that only 1 job can be in status processing 
at any time. This is incorrect. A system that is waiting for activation has an 
install job in status "processing" and other jobs (in particular 
set_activated_for_installation) for this system can still occur.
