404 HTTP Code Intermittent #168

What steps will reproduce the problem?
1. Deploy application ID: reemmyprod
2. Explore API 
https://console.developers.google.com/project/apps~reemmyprod/appengine/instance
s?authuser=1
3. Doesn't appear any endpoint, but I can do calls directly usign:

https://apis-explorer.appspot.com/apis-explorer/?base=https://reemmyprod.appspot
.com/_ah/api#p/usuarios/v1/usuarios.obtiene?certificados=true&_h=3&

What is the expected output? What do you see instead?
200 HTTP Code , Sometimes 200 HTTP code sometimes 404 HTTP Code

What version of the product are you using? On what operating system?
<appengine.target.version>1.9.3</appengine.target.version>
OSX
