plus.people.list List of visible circles when authorizing is not updated the first time #190

What steps will reproduce the problem?
Case 1:
1. Authorize the Api Explorer for the first time.
2. Select Authorize.

Case 2:
1. Authorize the Api Explorer for the first time.
2. Click on "(Edit List)" to change list of circles that are visible to the 
explorer.
3. You will see that all are checked.  You didn't make any changes since it all 
looks fine, so you click "Cancel"

What is the expected output? What do you see instead?
Before, in both of the above cases the api explorer would be able to see all 
circles.  However, the api explorer is now not able to see any circles.

The list of circles the api explorer has access to is only set on first 
authorization when clicking "(Edit List)" then "ok".

What version of the product are you using? On what operating system?
This is happening when using the API Explorer on a MAC with OSX 10.8.5 using 
Chrome and Firefox. This also happens on iOS using safari or a UIWebview.

Please provide any additional information below.
This is very confusing for end users since most do not change any settings when 
authorizing.
