No City Field For Hong Kong Address #66

What steps will reproduce the problem?
1. Create a new shipping address
2. Set Country to Hong Kong
3. Notice that there is no form field for City

What is the expected output? What do you see instead?
A City field

What version of the product are you using? On what operating system?
n/a

Please provide any additional information below.
If I try to get a DHL quote for hong kong without the city field, it fails
because the city is required.

Sorry guys, I meant to post this to the google checkout api page, not the java 
sdk,
you can close this.
