Admin pages fail to display following the install.

What steps will reproduce the problem?
1. Installing the module gives the same result, I have now tried it 3 
times.

What is the expected output? What do you see instead?
The administation pages should display but instead I am getting the 
following : Fatal error: Call to undefined function: tep_not_null() in 
catalog/admin/includes/classes/language.php on line 74

What version of the product are you using? On what operating system?

O.S Commerce 2.2 rC2A, and Google Checkout 1.5

I have an identical installation for another web site.  Both are clean 
installations, same servers, same software and same format SQL database.  
One works perfectly, and the other crashes the administration pages?  Any 
advice is welcome!

I have the samme issue but with

Anytime i try to use the admin tool.
