USPS shipping gquotes for the product lighter than .5 lb (8 oz) #81

What steps will reproduce the problem?
1. Carrie Calculation is enabled
2. The product must have weight less than 8 oz (.5 lb). Not equal

What is the expected output? What do you see instead?
I would expect the real-time quotes from US Mail, but instead, GC will show
the default shipping rates set up in admin

What version of the product are you using? On what operating system?
GC is the latest from the Google web site. 

Please provide any additional information below.
The problem with rounding numbers, because if the weight is more than 8 oz
(> .5 lb) it will be rounded to 1 lb, and the system will provide the
correct data.
