The gadget won't respond to clicking non-enabled parts in the gadget

What steps will reproduce the problem?
1. Install Fishtank Refilled
2. Give the focus to something else (e.g. terminal)
3. Click on the water -> nothing happens
4. Click on the sand or on the fish->you can move the gadget
5. Click on the water again (gadget has focus now) -> you can move too

What is the expected output? What do you see instead?
We should be able to move the gadget by clicking anywhere

What version of the product are you using? On what operating system?
0.9.1 Ubuntu 8.04

It's partly fixed in the latest version. However, it's not that easy to fix this
problem completely.
