Allow Users and Extensions to customize a Custom Menu (Tools/Other) area

Many existing tools and frameworks provide Macro command areas, Custom command 
areas, etc.  Eclipse, Netbeans, Excel, Talend to name a few.

At a basic level, allow users to enter a Custom Menu name and filling in the 
repeatable programming logic used when the Custom Menu command is choosen.

Furthermore, perhaps expand a separate menu area for Extensions to bolt on a 
custom draggable tools or menu area (div).  The reason being that it might 
showcase additional tools available exclusively used for that Extension when it 
is enabled and selected in the basic interface. Example: Photoshop Plugins
