0.2.5 release (tracking issue) #94

Plan:

1. Check if all text strings are internationalization ready, and notify 
translators to update their translations.

2. Release of release candidate on the first week of January (version 0.2.5rc1).

3. Two weeks for bug fixing and documentation writing/updating.

4. Release of version 0.2.5.

After quickly reviewing every string in the code, 

here is a list of possible issues:

* Do tool-specific strings (such as the 'mix' keyword generated by 'Mix 
Colors') need translation, or are they considered as 'api' strings that should 
remain fixed?

* Copyright string in uiAbout line 126 may need marking.

* In general strings such as "RGB" "HSV" "Lab" are not marked. I understand the 
rationale for this (they are recognized acronyms); However I wonder whether it 
applies in the kind of case found in uiDialogSort, where the individual 
channels are named (eg "RGB Red", "HSL Hue"). If we go by GIMP's example, then 
we should mark these strings which include a channel name.

and definite issues:

* 1 string each in PaletteFromImage, Quantization, uiTransformations are not 
marked for translation.

* The strings generated by the new counting code (in uiApp) should be marked.

* I have almost all documentation written, and intend to make it all available 
on the wiki before the release of 0.2.5.

Tool specific strings, and strings in uiDialogSort definitely needs 
translations, I will fix this.

GIMP copyright string is translated, so we will also translate it.

Strings with numbers require special translation to take care of different 
plural forms in each language (see modified patch).

Release candidate 1 released.

I attached a "template.pot" file for translators, so that they would not have 
to deal with setting up development environment just to generate the 
translation template.
