[Patch] Add support for GPL palettes exported from KColorEdit #95

KColorEdit's GPL exports don't terminate the header with '#', so they
aren't recognized by gpick.

This patch (relative to rev 245) adds KColorEdit compatibility by using 
Inkscape's heuristic for detecting the first non-header line as the first line 
starting with
a digit (c.f. Inkscape's src/ui/dialog/swatches.cpp).
