package-info.java files missing #15

What steps will reproduce the problem?
1. Compile Javadoc.
2. Open apidocs/index.html

What is the expected output? What do you see instead?

Expected: Overview page with one-line descriptions of each package.
Seen: Overview page with no descriptions of each package.

What version of the product are you using? On what operating system?

Trunk version on Windows XP, but problem is platform independant.

Please provide any additional information below.

I would be willing to help write package-info.java files.

Hi there,

Happy to have you write the files if you wish. Post them here when you're able. 
Otherwise, I'll try doing it myself 
in a near release.
