Tooltips stop working after TitleBar click #8

What steps will reproduce the problem?
1. Create a Window
2. Hover mouse over TitleBar and see tooltip appear
3. Now click the TitleBar, move mouse off Window and then back over TitleBar
4. This time a tooltip does not appear

What is the expected output? What do you see instead?

A similar tooltip to the one in (2) should appear when we reach (4), but
does not.

Please use labels and text to provide additional information.

static xml component properties, titlebar events not picked up
