Issue Downloading Stanford Project Summary when Culture is not an English like Culture. #130

What steps will reproduce the problem?

- Run v0.4.2.92 with a machine set as a non-English Culture and Download
the Projects From Stanford.

What is the expected output? What do you see instead?

- We see numbers (that are declared as Double type) having a value of 100
times their expected value.  This is due to the parsing rules for cultures
where the use of a comma (,) and a dot (.) are reversed vs. an English culture.
