Mouse-over Tooltip on Windows 7 causes continual redraw and spiked cpu usage. #99

What steps will reproduce the problem?

Mouse-over the status column in Windows 7 (and presumably Vista) and leave
the mouse over the status column.  Check the cpu usage in task manager. 
You should find that the HFM.exe process is using a full cpu core to
continually redraw the Tooltip (it flickers).

This does not happen on XP, although cpu usage while moving the mouse over
these fields is higher than I would like (2~3% on a quad).

No data on this while running under Mono... so I'm marking this as a
Windows only issue for now.
