Missing license file and copyright notices #326

What steps will reproduce the problem?

Hotot itself is licensed under LGPLv3+ but includes other source under various 
licenses:

  * jquery.js: GPLv2
  * js-oauth.js: LGPLv3 only
  * sha1.js: BSD

GPLv2 and LGPLv2* requires that you carry a copy of the licenses within the 
source tarball.   Also each of your .py files should have a copyright license 
notice on top for licensing clarity.  

Also note, LGPLv3+ is incompatible with GPLv2 only code.

I am packaging hotot for Fedora and this came up in the packaging review
