Duplicate calls to ApplicationListeners #380

Classes which implement ApplicationListener should only implement/invoke the 
event when they are the source of this event, for example, in exporting 
services.

Instead, they are doing so for all contextRefresh events, resulting in 
unnecessary calls to the service registry.
