No XIM servers available on the list #13

What steps will reproduce the problem?
1. install any XIM servers that has the xinput script.
2. see imsettings-list
3.

What is the expected output? What do you see instead?
XIM server should be listed.

Please use labels and text to provide additional information.

On Fedora, there are /etc/X11/xinit/xinput.d/kinput2-canna and
/etc/X11/xinit/xinput.d/ja_JP points to that through alternatives. which
xim.conf should refers on ja_JP locale.

This looks like an regression of fixing Issue#11.
