When a role are removed from a template and changes saved, changes are not retained in sandbox #49

What steps will reproduce the problem?
1. In RefDataEditor search for a template
2. click edit template button
3. remove a role
3. click OK button
4. Search again with Reset flag selected

What is the expected output? What do you see instead?
Expect to see template withour (removed) role
Role is still part of template
