Japanese property file and IE problem #18

What steps will reproduce the problem?
1. use japanese locale
2. that loads a file written with unicode encoded characters
3. try to see the value in IE (8)

What is the expected output? What do you see instead?
expected : こんにちは
see : [konnichiha]

What version of the product are you using? On what operating system?
IE8, windows 7

Please provide any additional information below.
It's working correctly in chrome and safari.

It worked properly after changing mode from 'vars' to 'map'
