Add the ability to import models from a user's local file system.

Import model menu item now works. The user can select a model file (must be an 
.o3dtgz file created by the converter), which will then upload, uncompress, and 
load the model.

The converter command is:
o3dconverter --no-binary <filename>

This has been verified and made it into release 1.4.0.
